Refurbished Toner Cartridges Make Inroads into the Mainstream Office Market

Data from the industry technology summit in April 2026 shows that leading manufacturers of refurbished consumables, such as Ninestar, have fully adopted automated precision filling and simulation testing technologies.

“In the past, users were concerned that refurbished toner cartridges might leak toner or damage the fuser unit, but today’s refurbishment processes achieve 100% physical restoration of the original casing and use chemical toner with molecular-level uniformity," explained a consumables engineer. The latest evaluations show that top-tier remanufactured products have achieved over 98% of the black density and page yield of original equipment manufacturer (OEM) supplies, while costing only 50% to 60% of the latter.

Policy Tailwind: Remanufactured Products Granted Government Priority Procurement Status

Entering 2026, governments in many countries have updated their Green Procurement Lists (GPP). According to the latest guidelines that took effect in April, government agencies and state-owned enterprises will award additional points to products containing more than 70% recycled materials when tendering for office supplies.

Furthermore, in response to original equipment manufacturers (OEMs) using firmware to block the use of remanufactured supplies, regulatory authorities have intensified antitrust reviews this month. This not only safeguards consumers’ right to choose but also clears obstacles for the compliant development of the remanufactured supplies industry.
